According to the Administrative Procedure Law and the relevant provisions of the Civil Code, an adult, an agency group or an authorized agent or appointor who is at least 20 years of age can be an applicant for the application of the archives, but the restriction of the open archives is limited to the parties or interested parties. Applications for persons (subject to relevant ev-idence of interest) should be completed if they are appointed.
